CARMEL VIEWS, Monterey County — October 30, 2026. Carmel Views Community Association’s publicly posted 2026 financial records offer residents an unusually detailed look at how their neighborhood’s homeowners association planned to manage its cash. At its May 31, 2026 board meeting, directors voted unanimously to transfer $50,000 from the association’s operating checking account into a three-month certificate of deposit (CD) at an FDIC-insured institution, seeking better interest income on money that would otherwise earn little.

The official minutes confirm the board’s vote, not that the transfer was executed or what interest rate the association ultimately received. The May minutes are the latest adopted board meeting record listed on the association’s public archive at the time of this review; an August 12 meeting agenda is posted, but its minutes remain labeled pending. Newer financial statements may therefore differ from the figures below.

What balances did the board report?

Treasurer David Kazansky reported $129,316.90 in checking and approximately $25,000 in savings on May 31, according to the association’s official four-page board minutes. Combined, those were approximately $154,316.90 in the two reported accounts on that date, before any prospective CD transfer. They are a snapshot of association cash, not a claim that all funds were available for immediate discretionary spending or that the balances have remained unchanged.

The board discussed short-term certificates of deposit with indicative yields around 3% at credit unions and regional banks. Directors wanted to preserve a liquidity buffer in savings while obtaining some income from part of the checking balance. The motion called specifically for a three-month CD at an FDIC-insured institution and passed without opposition.

How much in neighborhood dues was outstanding?

At the same meeting, the treasurer said 12 accounts were delinquent, with $4,500 in unpaid dues and a combined $5,100 when late fees were included. The association had sent email reminders and certified letters. It was separately trying to clarify ownership and mailing information on three properties.

Those are aggregate counts and balances from the meeting record. Carmel Views News does not identify homeowners behind the delinquent accounts, infer why they had not paid, or claim that all 12 remained unpaid in October. Those circumstances may change after the board’s May report.

Why the association is emphasizing electronic payments

At the January 24, 2026 annual meeting, directors described an effort to simplify annual dues billing and member communication by introducing the PayHOA platform. The annual minutes said 107 of approximately 280 members had registered at that stage and that 73 members had no email address on file. These were January counts and should not be repeated as current October enrollment figures.

The association explained that residents would have electronic access to dues statements, payment history, account contacts and notices, while important information could still be delivered by ordinary mail. In the February 28 board transition minutes, directors emphasized that entering contact information into PayHOA does not automatically make it public to other members; directory sharing requires an affirmative opt-in.

What about maintenance and wildfire costs?

The May board minutes also describe seasonal vegetation reduction in common areas, removal plans for several dead trees and discussions with Cypress Fire Protection District about reimbursement limits. Those are operational expenditures, distinct from the cash-management decision. The board voted to authorize preparation of a separate FY2027 fire-abatement grant application, but an application authorization does not guarantee the district awarded the grant.

The association’s annual records say its move away from outside management helped reduce dues, while residents continued discussing road conditions and possible infrastructure improvements. Those financial explanations are the association’s own account and not an independent audit by California58.

How homeowners can check current balances and votes

Residents should review the latest official Carmel Views board agendas and minutes, request the next approved treasury report or member statements where eligible, and ask whether the approved $50,000 CD was opened and at what effective rate. A meeting vote about cash management does not promise any individual homeowner a refund, dividend or automatic dues reduction.
